Building in Blacktown LGA: A Practical Guide

June 8, 2022 5 min read By Sarah Chen, Project Manager

Blacktown is the largest residential council area in Western Sydney by population. We complete a significant share of our builds there. Here is the practical guide.

The Blacktown LGA suburbs

  • Blacktown (central): older established, mixed renovation and new build
  • Marsden Park: new release growth area
  • Riverstone: mature with new releases
  • Schofields: premium new release
  • Quakers Hill, Kings Langley: established
  • Mount Druitt area: established, mostly mature
  • Rooty Hill, Doonside: established

Council efficiency

Blacktown City Council is one of the more pragmatic councils to deal with. DA processing 12 to 18 weeks for standard dwellings. Public exhibition typically 14 days where required. Internal council referrals processed reasonably quickly.

Section 7.11 contributions

  • Marsden Park: $7,000 to $9,500
  • Schofields: $7,500 to $10,000
  • Riverstone: $6,500 to $8,500
  • Mount Druitt area: $5,500 to $7,500
  • Older established suburbs: $5,000 to $7,000

What we have learned

  • Soil testing essential, conditions vary block to block.
  • Stormwater detention required on many new release lots.
  • CDC pathway works well for standard new dwellings under 8.5m height.
  • Council generally pragmatic if your design meets LEP and DCP.
  • Construction site logistics straightforward in most areas.
