Adding a Second Storey: Structural and Approval Considerations

Second storey extensions are one of the highest-value renovations available, particularly in established Western Sydney suburbs where land prices make rebuilding expensive but space is in demand. Here is what the project entails.

Structural assessment

  • Existing slab thickness and reinforcement (must take second storey loading).
  • Existing wall framing (must take roof and floor loads from above).
  • Existing footings (must take additional vertical and horizontal loads).
  • Existing roof structure (will be removed; replacement must integrate with new upstairs).

Most Western Sydney homes from 1960 onwards take a second storey with engineering review. Homes built on stumps or older single-brick walls may need significant reinforcement or substructure work.

Approval pathway

Second storeys usually require DA because:

  • Building height increases (potentially exceeding LEP limit)
  • FSR increases (potentially exceeding limit)
  • Overshadowing of neighbours triggers solar access review
  • Privacy impacts on adjoining properties

Some smaller extensions on suitable blocks may qualify for CDC under the SEPP.

Construction sequence

  1. Move out (recommended for first 6 to 8 weeks).
  2. Roof removal under temporary protection.
  3. Frame strengthening to existing walls.
  4. Second floor framing.
  5. Second storey walls and roof.
  6. Internal stair construction.
  7. Services rough-in (electrical, plumbing, HVAC).
  8. Fixing, finishing, painting.
  9. Handover.

Cost breakdown

  • Engineering and design: $15,000 to $25,000
  • Approvals: $8,000 to $15,000
  • Roof removal and protection: $12,000 to $20,000
  • Frame strengthening to ground floor: $20,000 to $40,000
  • Second storey construction (100 sqm typical): $350,000 to $480,000
  • Internal stair: $12,000 to $25,000
  • Services upgrade: $20,000 to $35,000
  • Rental while displaced: $25,000 to $40,000
  • Contingency: 10 percent

When to consider rebuilding instead

If the cost approaches 70 percent of a comparable knockdown rebuild, KDR usually delivers better value because you get an entirely new home with current standards rather than a 2-storey hybrid built on 1980s footings.
