What Is a Construction Certificate (CC) and Why You Need One

The Construction Certificate is the second formal approval most NSW builds need, after the DA. It is sometimes overlooked because it sounds like a technicality. It is not. Here is what it is and why it matters.

What the CC covers

  • Compliance with the National Construction Code (BCA)
  • Engineering certification (slab, frame, structural elements)
  • BASIX commitments incorporated into the design
  • Compliance with DA conditions
  • Fire safety provisions
  • Energy and water performance commitments
  • Health and amenity provisions

Who issues it

A Principal Certifying Authority (PCA), which can be either a private accredited certifier or the council itself. Most NSW builds use a private certifier – faster turnaround, more responsive, similar cost.

What you need to lodge

  • Architectural drawings (final)
  • Structural engineering plans
  • BASIX Certificate
  • NATHERS report (if required)
  • Stormwater plan
  • Bushfire Attack Level assessment (if applicable)
  • Acoustic engineering (if applicable)
  • DA conditions response (showing how each condition is satisfied)

CDC pathway combines DA and CC

Under Complying Development Certificate (CDC), the planning and construction approvals are combined into one certificate issued by a private certifier. Faster, but only works if the design fits the SEPP envelope.

Cost

  • CC application fee: $2,500 to $4,500 (private certifier)
  • Plus referral fees if applicable: $500 to $1,500
  • Inspection fees during construction: $2,000 to $4,000 (multiple inspections)
  • Occupation Certificate at end: $500 to $1,200
